Management plans and budgets are tools used by State agencies and sponsoring organizations to manage the financial systems of the Child and Adult Care Food Program (CACFP). The Code of Federal Regulations (CFR) at 7 CFR 226.6(b)(1)(iv)(C) require CACFP sponsors to submit an organizational management plan and annual budget as part of the application process to ensure Program and fiscal integrity.

CACFP regulations require State agencies to develop application procedures to determine the eligibility of sponsoring organizations. The application for sponsors must include a management plan. Although the regulations do not require independent centers to submit a management plan, all institutions must demonstrate they have internal controls in place and document they meet the required performance standards.

CACFP management plans outline the sponsor’s policies and procedures for administering and monitoring its own operations and those of its sponsored facilities. Budgets outline the use of CACFP and other funds for meeting Program requirements.
